They are endgame oriented but they are far too RNG reliant to be worth the cost. Basically each University has a chance to gain the upgrade per game level but four Universities at 25% each does not equal a 100% chance. They are expensive at 500 a pop for something that doesn't come with a base % (without another card,) and for something that does not have a cumulative percentage. Personally I have stopped caring about them.
